Lost Universe: Millennium Feria Nocturne

 Millie is the granddaughter of series villain Albert von Stargazer; but is actively fighting against him to the point of changing her last name.  She meets Kain Blueriver while spying on a crime syndicate and teams up with him as a private detective.  Millie is ambitious and wants to be "The best in the universe".  She is also an excellent but destructive cook.
