This movie takes place 2 years after the events of 2nd Gig where Section 9 were trying to cope with a rash case of suicides and terrorist cases concerning ex-officials from the collapsed Siak Republic which led them to a terrorist plot using children as vectors for a cybernetic virus which revealed that an mysterious hacker nicknamed "The Puppeteer" is behind the entire series of events. Meanwhile, Togusa was in charge of the investigation and Major Mokoto Kusanagi resigned from Section 9 sometime after the Individual Eleven arc in 2nd Gig so she can conduct her own independent investigations and missions into subjects of her choice. Sadly, this is the only scene where Major was barefooted.
