Lovely goddess! Why on Earth were her eyes bandaged? Did she have surgery or something? And you know, her daughter Himawari chooses to wear stockings, but yet they're open at the heel and toes. What's the point?
Her vision got seriously strained from her intense training using the Byakugan too much during sparring practice with Neji. Not wanting her to miss the fireworks that she had made plans to attend with Team Kakashi, Neji went to seek out the Eyebright plant that is fabled to grow in the Valley of Judgement, despite being advised against it, in order to recover her eyesight faster. As for Himawari, I had yet to answer that question since I need to get back to Boruto.
Well, thank goodness she didn't lose her sight. But like I said, with Himawari wearing sandal boots along with stockings with holes in the heels and toes area, she may as well go barefoot. Wear those stockings in the winter, and her toes will still be cold. She probably gets that from Sakura, even though they're not related. And from her mother, as she now likes to wear even less protective footwear as she's gotten older. Like mother, like Sakura, like daughter I guess.
