Rebecca is literally Hiro Mashima's obvious proponent of feet. Her Ether Gear even makes her barefoot.
Lucy is prone to losing her footwear or taking them off at rest or in pajamas. There's also that cringy goat licking torture scene.
Elie is more obscure. She has the instance Plue deflated and she tried to fix it. In the manga, she has wedge sandals and a different outfit- the anime just has her initial outfit and barefoot out of negligence. Later in the manga, she gets so exhausted after spending all day failing to restore Plue that she removes her sandals from exhaustion, then runs off to the mountains for a potential cure shoeless. She also loses a boot in an arc with mermaids and complains that her foot is cold. Ironically, one of the mermaids is able to use magic to imitate legs and feet from studying Elie.
