Unintentional Foot Scenes

In your own opinion, are unintentional foot scenes in media like anime are better than intentional ones? As in foot scenes that are not intended to be on-screen or forced just for foot fetishist's sake? What I'm saying is that are candid foot shots in female characters are the best when they are not being shown for fetish purposes.
