This is going WAY back to the old school days of animation, this is a caricature of an actress of the same name who was an American burlesque dancer, stripper, vedette & actress, famous for her ostrich-feather fan dance & balloon bubble dance. This is from the cartoon “Hollywood Steps Out”.
Yeah that is some classic stuff.
