She is the extremely strict housemaster of the dormitory Mikoto and Kuroko reside in. Her real name is unknown with 'Ryoukan' being the name for a traditional Japanese inn. When she's not snapping the necks of her residents, she volunteer's to take care of 'child errors' (Who calls orphan's that?). 
Yeah she is so hot.
