Revolutionary Girl Utena: Mrs. Ohtori
She's Kanae's mother and the wife of Mr. Ohtori, the former chairman of Ohtori Academy. She then poisoned her husband so that Akio could take his place after he died and she even go as far as to show up, tried and reminded Akio that his role as acting chairman depends on her family's connections and his engagement to Kanae. But Akio quickly reminded her that she's having sex with her daughter's future husband while her own husband is sick and died. This is from Episode 30, where Akio removed her heels before making out with her behind the curtains.

DeleteIt's just fashionably sexier to show off the bare skin of the dorsums/tops, that's pretty much what the design encourages. Any part of the female form that's scantily covered, that's close to its nude state, yet not completely, is what you're hard-wired to find captivating because it tantalizes the senses. Just gazing over the caps you posted and how that makes you feel as a man is evident of that.

DeleteIt's NSFW so I can't make a direct link, if you go to a site called 8chan.moe and look for the board called "/tkr/", there's a "Drawthread" in its catalog. There you can post anonymously to request the drawings you want but just don't expect instant feedback. It's a very slow moving site so some artists take weeks to respond. They also seem to really like pokemon there.
