My favorite female characters in terms of foot scenes are Azula getting her foot looked after in Avatar and Chun Li from during her fight with Vega. Usually any pov stomp scene is fun to see
My favorite character in general are Ino Yamanaka from Naruto, Sailor Mars from Sailor Moon, and Supergirl.
My favorite female characters are pretty much all the Hyperdimension Neptunia characters.
There are moments in the games where the player change there outfit and some of there outfit show there cute feet. Also in the games gallery image there moments where you can see them showing there feet.
Also in the anime version there was an episode where they went to the beach and we see Nepgear cute feet.
My absolute favorite! There's nothing better than having a cute girl show the bottoms of her filthy, black feet and wiggle her toes as fast as she can, all while she says "wiggle wiggle wiggle my cute dirty wittle toesies!"
Well, if she's got me completely entranced, I'll do just about anything she asks of me, so long as it isn't against my moral code. But yes, the teasing is the best part!
here's my kind of my preference. Well I pretty much enjoy a variety depending on what environment that character stands out in the franchise. I know there are a lot to enjoy gazing at but I'd think here are my strong favs:

Alisa Bosconovitch (Thanks to Tekken customization, thought I'd like Asuka Kazama and Angel) 10. Nuwa (Smite) 11. Shiva (Final Fantasy) 12. Sophitia (Soul Calibur) $$13. any characters you can customized.
General Anime and Manga: $$ 1. Belldandy (Ah My Goddess) $$ 2. Sakamoto Akane (Ore_no_Himekutsu_o_Haite_Kure) 3. Kaori Miyazono (Your Lie on April) 4. Hakaze Kusaribe (Zetsuen no Tempest) 5. Hestia (DanMachi)
Miscs: $$ Daenerys (Game of Thrones Book version, not the HBO series but it counts =P) General Fantasy Stories ( $$ Princess Eilonwy, Rapunzel, even some Disney characters) Tae Ioroi. (Lily Bergamo - sadly it's a cancelled game) Hatsune Miku (oh why....)
what stands out in my list is that majority I'd like are all long hairs... I know we can list a lot more... but I strongly admire the ones with a "$$" sign nearby in terms of fantasized content for now unless some times will change.
