This is from Episode 9 where Meg only has seven months to live and found this girl from a dying tree as its spirit during an investigation of Lapis' sacred oak that was infected by dark magic.

She's one of the Seven Mages, also known as the Witch of Words. Since she can't use magic at all due to the fact she's half-spirit, half-human, she created a human servant named Wendy as a double body to make sure she can use similar spells like a Mage would by using her words to activate spell casting and can act as an intermediary between humans and spirits in both worlds: magic and Earth. She got a bratty personality at times but is knowledgeable on magic despite her weaknesses. This is from Episode 7 where she met Meg at a magic festival only held every 20 years outside the human world.

She's a human spirit of the Lapis' sacred tree that watches over its citizens for a long time. She cannot be seen by normal people but Meg can see her due to having special magical vision as a young age and noticed that she was a little girl despite being over 300 years old. She wanted to make some friends before she lose her sanity due to the magic contamination and eventually turned into a monster because of the tree was beyond saving which led Inori to burn it down but Meg didn't want that and went inside the tree to purified her and the tree. This is from Episode 9.
