Betterman: Sakura Akamatsu (Short Post)
This is from first episode and I apologize for the screenshots too blurry to see due to not able to find an high-definition version of this old anime. Speaking of which, this is the first anime show to be broadcast in 16:9 ratio (letterbox) format and this was 1999 before it became the standard in the mid to late 2000s. As for the girl, she was linked to the "Limpid Channel", allowing her to read the minds of beings around her, and to pick up important information and details. As a Dual-kind, she can pilot Neuronoids with ease but unfortunately, due to her poor health, she spends much of her time confined to a medical device called the Manage Machine to maintain her stability.

shid, I remember on Anime Unleashed, TechTV played this into the ground.

Oh, come on, the late 90s felt retro to me and I was just trying to get into other genres of anime at the time since I started around 1997 or 1998.
