Since its not shilling, guessing the purpose of this particular bot is likely for padding numbers. Platforms, especially social media, tend to inflate their userbase to give the impression they're a lot bigger than they really are. Never worked a blog but someone with admin powers should at least be able to blacklist that username or IP without having to set approval for comments, I would think.
