Does Feet Count as Fanservice for Some People?

As the question applies, would you consider feet on female characters as fanservice? If so, why is it quite a rarity in anime outside of fanart and concept art of the characters for each series? Some up closes yes, but have you ever seen an real anime show or movie that is foot focus like The Garden of Words and Miru Tights?

Edens Zero (Opening 1 for Season 1): Xiaomei's Anime Debut

I know, this is repetitive, but I just couldn't help it to see such beautiful feet in Xiaomei's debut in the anime. I thought of doing this due to how much better looking those soles and toes are up-close. Don't hate me for this. I just wanted to admire and worship Xiaomei's feet.

This is from the anime's OVA, "Drifters of the DEAD", where Takashi and the gang find themselves on a remote tropical island where it supposedly to be freed from zombies. While the girls have some fun on the beach, Kohta found some fish while Takashi locates some leaves for a fire but however, these leaves turn out to be hydrangea leaves, the aromatic smoke from them which caused everyone to start having bizarre sexual hallucinations.
