Sugar is a servant of Donquixote Doflamingo. She uses the power of the Hobby Hobby Fruit to turn people and animals into toys in order to serve the Doflamingo family. When somebody gets turned into a toy, everyone forgets they ever existed.
When she ate the fruit she stopped aging, so she appears as a 10-year-old girl despite her actual age of 22.
