Ruiko is a level 0 esper and one of the central characters of A Certain Scientific Railgun. Level 0 basically means she technically has an esper power, but it's so weak it's on par as not having one. This does bothers her as she wants to become stronger. Despite this she's usually cheerful, friendly, and intuitive, with a strong love of urban legends...and Uiharu's panties.
